The three layers
Layer 1 — Pre-mint: every mint request is screened before any unit is created — including against the denomination's hard supply cap. Over the cap? No unit is ever born.
Layer 2 — Certification: freshly engraved units are re-checked before entering circulation — defective units die here, never touching anyone's wallet.
Layer 3 — Runtime: every transaction verifies the unit's identity + its ownership status in the ledger, in real time — counterfeits and double-spends are caught here.
Every rejection is itself recorded in the ledger — auditors see not only what succeeded, but what was attempted.
